Bug: Enum Value Mismatch Causes Test Failure
The CodeBuddyFormatter's spec.category is set to the RuleFormatCategory.DIRECTORY_BASED enum value, but its test expects the string literal 'directory'. This mismatch causes the test to fail. A parallel change in kiro-formatter.test.ts from 'DIRECTORY_BASED' to 'directory' suggests that the expected category value is now a lowercase string.
