[WIP] Hooks interface

TODO:

• Verify onAttemptEnd gets actually called on retryable errors (looking at the code, i dont think it is!)
• The otel hook provider, as described here: Hooks interface & otel integration #663
  • The hook should create the attempt span, with the attributes described here: Revamp runtime OpenTelemetry tracing: attempt-based spans with early publishing restate#4530 (comment)
  • Then I think it should be configurable to:
    • Create or not spans ctx.run using the wrapRun thing
    • Skip adding span events (and only that, not attributes!) or not on replaying, by wrapping the created span. in that case, probably we need to sort out whether we should intercept the return value of isRecording as well...
• For now wrapHandler will have the same semantics of the handler itself (promise never completes). I'm ok to have same behavior, let's make sure to document this correctly.
