What does this PR do?
Adds open‑file backpressure and retry handling in the minion to avoid EMFILE/ENFILE under high job load. Introduces helper utilities to detect FD pressure and new minion config knobs to tune thresholds and backoff.

Previous Behavior
Minion could exhaust file descriptors during bursts of concurrent jobs, causing spawn failures and instability.
New Behavior
Minion delays job execution and retries process starts when open‑file pressure is high, reducing crashes and resource exhaustion.
