As various workshops and conferences are added to the site now,
I feel we need the functionality to filter Tier 1, 2, and 3 conferences for convenience.
In this PR, I updated tags to filter out A*, A, and B tiers (based on CORE rank, which is commonly used in other deadline sites)
This is also related to pull request #539 (issue #360) and issue #536.
If you are okay with updating the tag and functionality, I'll merge and deploy all of them.
