Deleted all vouch workflows, issue templates, and policy docs. Enabled blank issue creation and replaced verbose CONTRIBUTING.md with standard boilerplate focused on sidequery/ghostree.

Removes the vouch-based access control system from upstream and enables direct issue creation for Ghostree. Deletes all vouch workflows, discussion templates, and policy docs. Replaces verbose contributing guide with standard boilerplate focused on sidequery/ghostree. No more pre-approval required for contributions.
