Tests already run in CI workflow and are required to pass before merge. Running them again in publish workflow was redundant and would fail anyway due to missing Redis service container.
npm trusted publishing via OIDC requires npm >= 11.5.1 or Node >= 24. Node 20's npm version is too old and fails with "Access token expired" errors when trying to use OIDC authentication.
