This is a stop-gap fix to avoid resetting the password as part of vela-os's migration script. Instead, we set the initial user password after the deployment, and only modify it when explicitly requested by the user.
A follow-up PR will modify the VM definition to use a non-user-defined secret for the vela-managed accounts.
