chore(Konflux): Add renovate config

Description

This PR is adding configuration for Konflux MintMaker. MintMaker is used to update dependencies. Since we are using Dependabot for updated on go module dependencies, we could still use MintMaker for Konflux Dockerfile image updates and Tekton task updates.

Configuration is based on existing config defined for stackrox collector repo.

Validation

• Run file validation locally (also added check to CI)
