This PR adds DeFi Sentinel to the Stacks Devtools Catalog under the Monitoring & Analytics section (Community & Experimental).

What is DeFi Sentinel?

DeFi Sentinel is a real-time DeFi monitoring dashboard for Stacks that provides:
