Description
This pull request adds a new statistical routine,
stats/strided/dmad, which computes the mean absolute deviation (MAD) from the mean for double-precision floating-point strided arrays. The implementation supports standard strided access as well as alternative indexing semantics using an explicit offset. It correctly handles negative strides, typed array views, and edge cases such as
N <= 0,N === 1,strideX === 0, andNaNvalues. In addition to the JavaScript implementation, this pull request includes a corresponding C implementation, along with benchmarks, unit tests, TypeScript declarations, and usage examples, ensuring feature completeness and consistency with existing stdlib APIs.

Questions
No.
Other
The mean absolute deviation is computed with respect to the arithmetic mean (not the median), and all examples and doctests reflect this definition.
