What does this PR do?

Document how self-hosted users can estimate their Cloud action usage. Complements the automated migration docs.

Since reporting to Temporal only applies to auto migration, move that content (https://temporal-documentation-git-codex-docs-estimate-actions-m-913b10.preview.thundergun.io/cloud/migrate/estimate-actions#share-estimates-with-temporal) to the auto migration doc here (https://temporal-documentation-git-codex-docs-estimate-actions-m-913b10.preview.thundergun.io/cloud/migrate/automated#capture-namespace-metrics).

Change phrasing "See the section below for instructions on collecting these metrics" in section (https://temporal-documentation-git-codex-docs-estimate-actions-m-913b10.preview.thundergun.io/cloud/migrate/automated#capture-namespace-metrics) to refer to the newly created 'estimate actions' page.
