Refactors the action into focused TypeScript modules, simplifies CI with automatic tag releases, rewrites the README, adds maintainability comments to scripts and fixtures, and keeps the generated dist bundle updated.\n\nChecks run:\n- npm.cmd run build\n- PowerShell parser checks for scripts\n- git diff --check\n\nNote: full WDK e2e is left to the Windows CI runner because local execution would trigger ISO download/extraction.
