Changes the release job from tag-push driven to master-push driven. After tests pass on a merge to master, CI calculates the next v1.0.x tag, creates the tag, creates the GitHub Release, and updates the v1 major tag.\n\nChecks run:\n- git diff --check\n- local version calculation simulation: latest=v1.0.14 next=v1.0.15
