Add an independent version marker to the bundled WDK7 CMake toolchain.\n\nThe toolchain copy version starts at v1.0.1 and is intentionally separate from setup-wdk7 action release tags. Downstream repositories can compare their copied cmake/wdk7.cmake against this marker when checking whether their local copy is current.
