l10n.yml: drop cargo build covered by cargo {test,run}

• cargo build --features ${{ matrix.job.features }} is duplicated with CICD and cargo {test, run} builds required bins on the fly.
• Build few utils for the case we test few utils.
• l10n_locale_embedding_regression_test: does nothing.

Maybe, we have more duplication at l10n.yml job...
