release(v1.17.4): fix Boost packaging, stabilize CMake exports and macOS builds

• Fix find_package(Vix) failures caused by missing Boost::system / Boost::filesystem
• Ensure dependencies are resolved before loading VixTargets.cmake
• Remove deprecated FindBoost behavior (CMP0167-safe)
• Clean Boost linkage in core and websocket modules
• Improve CMake packaging for macOS (Homebrew) and Linux
• Update HTTP server internals and exported targets
• Improve CLI run flow and structured logging
