Arduino CI tests: trim matrix and isolate third-party index failures
uno+megato bracket AVR memory envelope. Drops same-core duplicates that only re-exercised variant pin maps, not wolfSSL code.board_manager.additional_urlsonly when the job needs them (pjrc.com forteensy:avr, esp8266.com foresp8266:esp8266). Fixes cascading CI failures where a pjrc.com outage broke all 23 jobs.board_list.txtupdate.
