PR #2361 (auto-generated 'Version Packages') ran zero workflows because changesets/action used GITHUB_TOKEN, and GitHub suppresses downstream workflow triggers for events created by GITHUB_TOKEN. Mint a GitHub App installation token instead and pass it to checkout and changesets/action so the version PR is opened under an App identity that does trigger PR workflows. Also pin actions/checkout, actions/setup-node, actions/cache, and actions/upload-artifact to v5 across all workflows and the cache-restore composite action ahead of the 2026-06-02 Node 20 runtime cutover. Prereq: org admin must register the GitHub App with Contents and Pull-requests read/write, install it on the repo, and add the FAUST_RELEASE_APP_ID and FAUST_RELEASE_APP_PRIVATE_KEY secrets.
