Code Review

This pull request updates the bazel-orfs dependency to a newer commit and also bumps the version of the openroad/orfs docker image. The corresponding lock file MODULE.bazel.lock has been updated accordingly. These changes appear to be a routine dependency update, likely generated by the bazelisk run @bazel-orfs//:bump command. The changes are consistent and I see no issues with the code itself. For future dependency updates, it would be helpful to include a summary of changes from the updated dependency in the pull request description to provide more context for reviewers.

@hzeller @maliberty This bumps bazel-orfs and removes the dependency on local Python having PyYAML installed.
