Port the shared dotnet-test Copilot plugin from dotnet/skills (via microsoft/testfx#7707). Adds 8 agent definitions and 17 skill definitions covering test execution, filter syntax, platform detection, framework knowledge, coverage analysis, CRAP scores, test generation, migration guides, and anti-pattern detection.
